Calling it a tripod might be a bit of a mistake in the sense that although it has three legs for stability, they are not arranged pointing down but out as you can clearly see in the picture. So this is not something that you would use on uneven terrain, but something that with the adjusting screws and sheer mass on a level surface would provide a stable platform for a sensitive optical component. Or whatever you need held level and still. And of course K&E tripods are associated with surveyors transits, and clearly that is not the intended application here either. The top platform is made of solid aluminum, about 15†square, so whatever would rest comfortably in that space would be at home here. I think the collar holding the aluminum plate in place is a K&E piece, but the plate itself I assume to be a fabrication of the previous owner. The ring thing looks like it would be ideally suited to holding a laser, but that is just a guess, and certainly it could be removed if you had no use for it.
