This is a kit that requires you have a soldering iron, and can do basic soldering of components to a circuit board. You also must provide a power source for the circuit yourself. This can be a simple ac to dc wall type transformer, that you probably have laying in a closet somewhere.
Complete assembly instructions come with the kit
THE PERFECT KIT FOR SOLAR POWER USERS BECAUSE IT USES UP TO 70% LESS ENERGY

measures a small 1.75" x 1.25 " - fits almost anywhere
Pulse Width Modulation is a great way to drive / dim your leds because it offers several advantages
1. the leds dont get as hot as on pure dc
2. you save up to 70% on your battery power
3. you no longer need specialized / custom power supplies to run your leds
HERE IS AN ONLINE GUIDE TO SELECTING THE CORRECT POWER SUPPLY FOR ANY TYPE OF LEDS
INSTRUCTIONS ON HOW TO CHOOSE THE RIGHT “WALL WART” * FOR YOUR NEW PWM LED DRIVER KIT
* wall wart is a small transformer/rectifier – typically in a black or white plastic case that plugs in to the wall, and converts 110vAC to DC at a much lower voltage usually 3-6-9-12 VDC – the adapters commonly used for portable radios and such – you probably have one in a closet that you are not using, that might work. circuit maximum input voltage 16vdc
1. Determine the forward voltage drop and current limit for the combination of led(s) you are going to be using
2. To determine the voltage of the wall wart: Add 1.5 volts more than to forward voltage drop of the led(s) for the overhead of the pwm circuit
3. To determine the max current of the wall wart: It must be
a.) at least 30% of the maximum pure dc current rating of the led(s) in order to work properly, and
b.) no more than 100% of the maximum pure dc current rating of the led(s) to avoid possibly over driving the led(s)
If you can not find just the exact "wall wart" you need, you can always use one slightly smaller with no damage to the leds, or use one slightly bigger, and add a current limiting resistor in series with the leds
Click here for a neat Current Limiting Resistor Calculator for Led's if you have questions about hooking up a single led, - leds in series, - leds in parallel or Click here for the Luxeon Star Calculator
The pwm circuit works by sending 264 pulses of electricity per second to leds, in very short duration – high power, this makes the leds appear just as bright to the human eye, but is actually doing it with an up to 70% energy savings over pure DC, making it perfect for battery or solar power useres
Failure to follow these instructions may result in premature failure of your leds
As a precaution, and to verify that everything is working properly, you should have some kind of an ammeter in series with the led(s) the first time you use the pwm driver, so that you can verify the the average current being delivered to the leds is no more than the manufacturers published guildelines for the led(s) you are using.
This ammeter can be a cheap $9.95 VOM available at most home improvement stores or auto parts stores, or a needle movement ammeter capable of reading 0-1000 milliamps( Radio Shack used to sell them)
Your pwm circuit will also cause the leds to require slightly less heatsinking, but you will still need some heatsinking.
To determine if your leds are running too hot, just remember this, if it is too hot for you to touch, then its too hot for the led, and you must either get a bigger heatsink, or put a fan on the heatsink, or turn down the power to the leds.
